Downtown Vision and Strategic Plan
Project Goal
To implement an inclusive planning process of all stakeholders to define
a clear and meaningful vision for future redevelopment in the Downtown
Durango.
The vision shall;
- consider future market trends and economic revitalization strategies
for Downtown Durango,
- focus on an urban design framework plan that ties together the values
and qualities of the community, and
- include a Strategic Plan element that articulates how the long- range
vision
will be implemented over time.
The Plan
The City of Durango has selected Civitas, Inc., to carry out
the objectives and tasks to complete a Downtown Vision and Strategic Plan
(Plan) for downtown Durango. The Downtown Vision and Strategic Plan will
serve as an ‘Area Plan’ update to the City of Durango Comprehensive
Plan and will be approved by the Planning Commission and adopted by the
City Council upon its completion.

The Downtown Vision Plan Process

The Steering Committee:
A Project Steering Committee (PSC) has been established as a
part of the study process to obtain specific feedback on critical issues
related to data input, planning and design programs, identification of
the downtown, Main Avenue and Camino Del Rio issues. The PSC will provide
input on the public workshop process and guide the development of study
recommendations. The PSC will meet up to six (6) times during the course
of the study process. The PSC is intended to serve as the ambassadors
for the Downtown Vision and Strategic Plan process and shall be comprised
of community stakeholders as represented by the Downtown Durango Partnership,
the City Design Review Board and the Historic Preservation Board. In addition,
representatives of the Mercy Medical Center, the Colorado Department of
Transportation (CDOT) and the City shall be included. The City departments
may include Public Works, General Services, Planning, Library, and Fire
and Emergency Services. The membership will assist in guiding the process
by providing a citizen community advisory perspective as discussions move
forward. The PSC will be limited to 20 members and shall represent a mix
of community stakeholders.
The PSC will engage in a series of broad-based discussions to address
the preliminary recommendations, Focus Group input, estimated project
costs and urban design standards for the downtown community. The PSC discussions
will require a series of meetings to allow for a dialogue on key issues
and alternative approaches developed through the Focus Group and public
workshop process.
